Arizona payroll taxes and rules for 2026
Arizona has no withholding tax brackets. Each employee picks one flat percentage of gross taxable wages on Form A-4, choosing from 0.5%, 1.0%, 1.5%, 2.0%, 2.5%, 3.0% or 3.5%, plus an optional extra flat amount per paycheck. If no A-4 is filed, the employer must withhold at 2.0%. There is no state disability insurance, no state paid leave program and no local income tax in Arizona.

- Employee elects 0.5% to 3.5% of gross taxable wages (default 2.0% with no A-4 on file) · Employee form: Form A-4
- No brackets, no allowances, no standard deduction math: withholding is the elected percentage times gross taxable wages, period.
- "Gross taxable wages" is generally federal W-2 box 1: gross wages less pretax deductions such as 401(k) deferrals and health/dental/vision premiums.
- An employee can instead certify on Form A-4 Box 2 that they expect no Arizona tax liability for the year and elect 0% withholding.
- An employee can also elect a flat extra dollar amount withheld each paycheck, on top of the percentage.

- State Unemployment Insurance (SUI): 2.00% new-employer rate, $8,000 taxable wage base (2026) Experience-rated employers: 0.03% to 4.18% (positive-rated) or 4.41% to 8.36% (negative-rated).

What percentage should a new Arizona employee withhold if they don't file Form A-4?
The employer must withhold 2.0% of gross taxable wages until the employee files a Form A-4 choosing a different percentage or the zero-withholding election.
Can an Arizona employee choose not to have any state tax withheld?
Yes. On Form A-4 Box 2 the employee can certify they expect no Arizona income tax liability for the year and elect 0% withholding. This does not exempt them from Arizona tax due when they file their return. It only stops withholding.
