Hawaii payroll taxes and rules for 2026
Hawaii withholds state income tax at rates from 1.4% to 7.9% under the tables effective January 1, 2026, based on the employee's Form HW-4. Employees can also be charged up to half the cost of Temporary Disability Insurance, capped at 0.5% of weekly wages and $7.50 a week in 2026. Employers pay unemployment insurance on the first $64,500 of each employee's wages (2.4% for new employers).

- 1.4% to 7.9% in the 2026 withholding tables · Employee form: HW-4
- Hawaii does not accept the federal W-4. With no HW-4 on file, withhold as single with zero allowances.
- Each allowance is worth $1,144 a year, and every employee also gets an extra $4,350 lump-sum allowance in the formula.
- A single employee with one job usually claims 2 allowances: one for themselves and one for having only one job.
- Pre-tax 401(k) and Section 125 deductions are not Hawaii wages for withholding.
- Employee deductions
- Temporary Disability Insurance (TDI): Up to half the premium, at most 0.5% of weekly wages and $7.50 a week in 2026 The employer pays the rest of the premium for the TDI plan.

- Bonuses
- Hawaii uses the aggregate method. Add the bonus to regular wages for the pay period and withhold on the total, or, when paid separately, aggregate it with the regular wages of the current or most recent pay period. There is no flat supplemental rate.

- $16.00 per hour Employees guaranteed $4,000 or more a month are exempt from the state minimum wage and overtime law.
- Pay frequency
- At least twice a month on regular paydays set in advance; employees may elect monthly pay by secret ballot (HRS section 388-2).
- Final paycheck
- Fired: at the time of discharge, or no later than the next working day if immediate payment is impossible. Quit: by the next regular payday, or on the last day if the employee gave at least one pay period's notice (HRS section 388-3).
- New-hire reporting
- No later than 20 days after the hire date, the federal maximum (42 U.S.C. 653a).
