Kentucky withholds a flat 3.5% for 2026 on annual wages above a $3,360 standard deduction, with no allowances or exemptions. Many cities, counties and school districts add an occupational license tax on wages. There are no employee-paid state disability or leave programs.
- Income tax
- 3.5% flat · Employee form: Form K-4
- Formula: annualize wages, subtract the $3,360 standard deduction, multiply by 3.5%, and divide by the number of pay periods.
- Form K-4 has no allowances. It only records exemption claims and additional withholding.
- Kentucky uses the federal definition of wages (IRC 3401), so traditional 401(k) deferrals and cafeteria plan deductions are not subject to Kentucky withholding.
- Because every employer applies the standard deduction, an employee with two jobs may want extra withholding. The K-4 suggests about $117.60 a year.
- Employee deductions
- Local occupational license tax: Set by each city, county or school district Applies to wages earned in the jurisdiction. Several layers can apply at once, and some jurisdictions cap the taxable wages.
- Employer taxes
- State unemployment insurance: 2.7% for most new employers on the first $12,000 of wages The taxable wage base rose to $12,000 for 2026. Experienced employers receive a rate from the schedule in effect for the year.
- Local taxes
- Kentucky cities, counties and school districts may levy occupational license taxes on wages earned within their boundaries. Employers withhold and file them with each local taxing authority, separately from state withholding.

- Kentucky publishes no separate supplemental rate. Because the rate is a flat 3.5%, adding a bonus to regular wages produces 3.5% withholding on the bonus.
