New York withholds state income tax from wages at graduated rates from 3.9% to 10.9% in the 2026 tables, with a flat top-income method above $1,077,550 a year. New York City and Yonkers residents also have local resident tax withheld. Employees pay Paid Family Leave (0.432% up to $411.91 a year) and disability insurance (0.5%, at most $0.60 a week); employers pay unemployment insurance on the first $17,600 of each employee's wages.

- 3.9% to 10.9% in the 2026 exact calculation method; 10.45% to 11.70% of all wages under the top-income method · Employee form: IT-2104
- The 2026 method subtracts a deduction allowance ($7,400 single or $7,950 married a year) plus $1,000 for each IT-2104 allowance.
- Once annualized wages after allowances reach $1,077,550 (single) or $2,155,350 (married), the top-income method taxes all of them at 10.45%, 11.10% or 11.70%.
- Single filers with one job and no dependents enter 0 allowances on the IT-2104. Head of household uses the single tables.
- Traditional 401(k) deferrals and Section 125 deductions reduce New York wages. Public-employee 414(h) contributions do not.

- Paid Family Leave (PFL): 0.432% of gross wages, up to $411.91 a year Employees earning less than about $95,300 a year contribute less than the cap.
- Disability benefits (DBL, often called SDI): 0.5% of wages, at most $0.60 a week

- Unemployment Insurance (UI): 4.1% for new employers on the first $17,600 per employee; experience rates 1.7% to 9.5% Rates include the 0.075% Re-employment Services Fund.
