Virginia withholds income tax at 2% to 5.75%, with the top rate starting at just $17,000 of taxable income. The 2026 withholding formula subtracts an $8,750 standard deduction and $930 per VA-4 exemption. There are no employee-paid state payroll programs and no local income tax.

  • Formula for wages paid after July 1, 2025: annual wages minus $8,750, minus $930 per personal or dependent exemption, minus $800 per age 65 or blind exemption.
  • The withholding formula uses $8,750 for every filing status. The $8,750 and $17,500 standard deductions are scheduled to end after tax year 2026.
  • If no VA-4 is filed, withhold as if no exemptions were claimed.
  • Traditional 401(k) deferrals and Section 125 deductions are not Virginia wages.
Employer taxes
  • State Unemployment Insurance (SUI): 2.5% base rate for new employers, on the first $8,000 of wages The Virginia Employment Commission adds a pool cost charge and, when the trust fund is low, a 0.2% fund-building charge. Both appear on the annual rate notice.
Local taxes
Virginia has no local income tax on wages.
Bonuses
Bonuses paid separately may be withheld at a flat 5.75% if tax was withheld from regular wages. The alternative is to add the bonus to regular wages and withhold the difference.

Pay frequency
Salaried employees at least monthly. Hourly employees at least every two weeks or twice a month.

No. The withholding formula subtracts $8,750 for everyone. A spouse is handled through the VA-4 exemption count, at $930 each.

What happens if a new Virginia employee does not turn in a VA-4?

Virginia Tax says to withhold as if the employee claimed no exemptions. The federal W-4 cannot be used instead.

Can I use a flat rate for bonuses in Virginia?

Yes. If tax was withheld from regular wages, a separately paid bonus may be withheld at 5.75% with no exemptions.
